The Great North Care Record (GNCR) provides systems for sharing information between health and social care professionals. It covers the 3.2 million people living in the North East and North Cumbria. The Newcastle upon Tyne Hospitals are leading the projects, on behalf of the region’s health and social care providers, to improve the way patient data is shared across our region. The programme is fast paced and dynamic with projects involving NHS Trusts, Primary Care and Local Authorities. 

As a Senior IT Officer working for GNCR, you will be responsible for managing the Health Information Exchange (HIE) service.   This includes ensuring that our service users’ needs are met through the delivery of high-quality customer services experience. It’s a fantastic opportunity to work with some amazing people and see how the NHS really drives innovation and change.

Main duties of the job

We are looking for a highly driven, enthusiastic, and innovative candidate who can work effectively both independently and in a team environment. We need someone who is able to be tactful and persuasive with users offering and promoting different solutions to meet project deadlines.

The successful candidate will have the drive, determination and stamina required to keep pace with the demands of this busy role. You will have excellent leadership, communication and interpersonal skills and you must be able to work to deadlines under pressure. You will require analytical capabilities to meet activity and quality performance targets, along with data validation experience to enable GNCR to achieve our targets.

Detailed job description and main responsibilities

Key responsibilities include:

•    Monitors service delivery channels and collects performance data.
•    Maintains policy, standards and procedures for the customer service or service desk functions.
•    Manage first- and second-line investigations and diagnose and promptly allocate unresolved issues as appropriate.
•    Lead on routine software upgrades and coordinate with the region the necessary requirements 
•    During change, acts systematically to respond to day-by-day operational needs and react to them, avoiding service disruptions and maintaining coherence to (SLA) and information security requirements.
•    Escalates and monitors complex or unresolved incidents 
•    Systematically interprets user problems and identifies solutions and possible side effects.
•    Provides overall management for GNCR I.T systems
•    Manages service desk facilities to users of GNCR Systems across the region.
•    Manages, performance improvement and service development including management of third-party supplier
•    Creation of support documentation including SLAs, service reports, operating procedures, knowledge base articles, FAQs 

Knowledge and experience of the following would be beneficial:

•    Relationship Management
•    Release Management
•    Change Control

This is a permeant contract, and we are looking for an immediate start.
Based at Regent Point, Gosforth
Hybrid Model Available – a mix of home and office working could be supported.

 Support a range of Information Technology systems in the Trust and regional care community to National and Trust standards. Ensure the support of systems, to meet the quality standards required, on budget and within the prescribed timescales.
o Provides overall management for GNCR I.T systems.
o Manages, facilitates and monitors progress of systems within and across 
sites. 
o Manages, performance improvement and service development.
o Manages teams of project staff where appropriate.

Please note it is a requirement of The Newcastle upon Tyne Hospitals NHS Foundation Trust that all successful candidates who require a DBS for the post they have been offered pay for their DBS certificate. The method of payment is a salary deduction from your first month’s pay.

Qualifications & Education

Essential criteria
  • Educated to a Degree level in an IT related subject or equivalent level qualification or experience plus significant experience in IT project implementation
Desirable criteria
  • PRINCE 2 or equivalent project management qualification

Knowledge & Experience

Essential criteria
  • Knowledge of the ITIL Service Delivery Model
  • Relevant NHS experience Proven experience in managing and delivering large scale projects
  • Familiarity with on-line technical and support resources.
  • Familiarity with the ITIL service management and service delivery models.
  • Knowledge of network protocols, in particular TCP/IP.
Desirable criteria
  • Knowledge of NHS Structures and functions
  • Knowledge of NHS Procurement Standards
