Job overview
This post is a secondment for 24 months to meet the needs of the service. If you are interested in applying for the secondment position, you must obtain permission from your current line manager prior to applying for this post.
A Senior role as the National Lead Manager responsible for the long term strategic planning, commissioning and continuous development of specialist adult renal services throughout Wales on behalf of WHSSC.
The post holder will ensure that specialist renal services (transplantation, dialysis and access surgery) are commissioned in accordance with agreed quality and clinical standards including those set by the Welsh Government Renal Delivery Plan, the WKN National Service Specifications, the UK Renal Association, the UK Renal Registry, and the National Institute for Health and Care Excellence. The postholder will ensure that the commissioned services are delivered within an agreed budget for which the WKN Board is responsible.
Provide guidance and advice on policy issues involving Specialist Adult Renal and transplantation services. This will involve liaising with the Welsh Government, National Health Service Blood and Transplant (NHSBT), Health Boards across Wales, and other UK central and devolved health administrations.
Main duties of the job
Responsible for designing and delivering National strategies and operational plans for the Welsh Renal Clinical Network to include:
- Development, implementation and monitoring of service specifications for both directly commissioned specialist services;
- Early detection and management of Chronic Kidney Disease
- Referral management into secondary care
- Pre-dialysis care,
- Management of Acute Kidney Injury;
- Commissioning for quality to ensure compliance (as a minimum) with National quality standards as measured against those of the UK Renal Association and Welsh Healthcare Standards.
- Compliance across all services for the timely provision of accurate data required to complete the ‘minimum data set’ for the UK Renal Registry; Welsh national audits, and service performance reports..

Essential criteria
- Educated to Master’s Degree Level or equivalent level of work experience, skills and knowledge.
- Programme and Project management experience.
- Evidence of continuing professional development.
- Extensive knowledge of the organisation of the NHS and renal services.
- Understanding of National legislation, policy and guidance as appropriate to the role.
- Understanding of budgetary and financial management.
- Understanding of performance management techniques.
- Understanding of clinical and corporate governance.
- Understanding of the modernisation agenda for the NHS.

- Experience of planning and commissioning adult renal services.
- Experience in the planning of renal transplantation services.

- Significant experience in a senior management position in a large complex organisation in particular in a key leadership position.
- Experience of directing the planning and commissioning of services at a local and National level including performance, financial and staff management.
- Experience of planning and implementing long term strategy.
- Experience of successfully leading major change programmes, including improving performance.
- Ability to influence at all levels and a highly strategic thinker.
- Strong track record of internal and external partnership working.
- Experience of multi – disciplinary/agency working.
