Job overview

We are recruiting a Head of Financial Systems Support, within the ERP Data & Systems which is part of the Finance directorate. The ERP Data & Systems team have responsibility for managing and improving the UKHSA Oracle Fusion system which is a vital business system used to support finance, people and procurement processes throughout the organisation.

The role will be responsible for leading a team of highly skilled functional experts in ensuring the Oracle Fusion system continues to operate at an effective level and meets user needs. The role is also responsible for ensuring system change is appropriately managed and delivered appropriately.

Main duties of the job

Your key responsibilities will include:
• Leading and managing a team of highly skilled functional experts, managing and defining team-wide priorities to delivery an optimum service for users and stakeholders. Providing performance reporting of the team as required
• Providing expert support and advice to stakeholders across the organisation on current and future system development and functionality
• Responsibility for conducting effective and timely business analysis of organisational, team and individual needs and producing appropriate applications solutions to meet these requirements
• Responsibility for the effective integration of changes to current software applications, ensuring compatibility and reliability are maintained at the highest possible level 
• Co-ordinating the resolution of any identified system defects or issues in an appropriate and timely fashion

Detailed job description and main responsibilities

Working to Deputy Director ERP Data & Systems, you will be responsible for ensuring the UKHSA Oracle Fusion system continues to operate effectively to meet user and organisational needs. With support from your immediate team you will lead a range of initiatives to improve and enhance the existing system functionality.

You will be responsible for managing the ‘first line’ of support for system users ensuring that responses meet user needs and meet necessary resolution targets.

You will play a key role in supporting the future strategic development of the Oracle Fusion system, liaising with key suppliers to build an understanding of future development opportunities related to the Oracle Fusion system.

The role requires someone who is proactive in all aspects of their work approach, particularly in identifying areas of improvement. Someone who has the confidence to navigate, with support, a complex stakeholder and solution environment, to deliver transformative change.

Essential criteria

•    Significant experience of working in a complex ERP system environment.
•    Significant experience in delivering change and transformation initiatives, in either a project or operational environment, or ideally a blend of both
•    Experience of supporting the delivering of change and transformation initiatives from end to end, into a live operation
•    Experience of delivering system-based user support functions to a high standard
•    Qualified with CCAB, CIMA or equivalent, or working towards qualification

Desirable criteria

•    Significant experience of working within an Oracle Fusion cloud environment
•    Significant experience of managing technology supplier relationships
•    Managing Successful Programmes at Practitioner level
•    PRINCE2 at Practitioner Level
•    ITIL Service Management (level 4)
•    Agile Project Management
•    Lean Six Sigma

 

Stage 1: Application & Sift

Stage 2: Interview

You will be invited to a face to face interview held at 10 South Colonnade, Canary Wharf, London, E14 5EA.

Knowledge, experience, skills & abilities will be tested at interview.

Additional Location Information

UKHSA operates a hybrid working model where business needs allow.  This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Liverpool, and London).  There will be regular travel to our UKHSA London, Canary Wharf office. 

Additional Salary Information

This role also attracts a MPS of £10,000 per annum.

Eligibility Criteria

Security Clearance Level Requirement   

Successful candidates must pass a disclosure and barring security check.

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Basic Personnel Security Standard.

Starting salary  

Entrants to the Civil Service are expected to start on the minimum of the pay band.    

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase.    

Either case is determined by whichever is the highest.
