Finance Support Officer

On 1 July 2022, NHS North Central London Integrated Care Board (NCL ICB) was established. The ICB is part of North Central London Integrated Care System (ICS). The ICS is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people in our five boroughs: Barnet, Camden, Enfield, Haringey and Islington.

ICBs are statutory NHS bodies responsible for planning and allocating resources to meet the four core purposes of ICSs:
•    to improve outcomes in population health and healthcare
•    tackle inequalities in outcomes, experience and access
•    enhance productivity and value for money 
•    help the NHS support broader social and economic development.

North Central London’s population is incredibly diverse, and continues to grow and change. This brings pressure and challenges for the local health and care services that NCL ICB commissions – or buys – on behalf of residents. NCL ICB works closely with Councils, providers, general practices, voluntary, community organisations, and unions, to achieve our shared aims.

The post holder will support in the financial management and reporting of ICB budgets. The post holder plays an important role within the finance directorate and in the interface between the finance directorate and the rest of the organisation. They will assist on the operational work across the directorate; and support with ensuring plans are in place and delivered to achieve the strategy; underpinned by the delivery of short to medium term objectives. 

  • The post holder will support the Managers within the Directorate to deliver effective financial management within the designated areas within the ICB. 
  • The postholder will contribute to the efficient and effective management and operation of the finance function on a day-to-day basis; and will be capable of working to tight deadlines and able to communicate with a variety of stakeholders including customers and internal staff across the organisation. 

The post holder will deputise for the Manager as required. The post holder may need to deputise for other members of the finance team as required. 

The post holder is required to have good technical abilities and excellent data manipulation and data analysis skills. We expect all finance staff to be qualified (Band 8A upwards) or willing to work towards qualification (up to and including Band 7).

Some Key duties of the role  

  • To support the integration of activity and other performance data with financial reporting for agreed areas of responsibility 
  • Undertake complex and detailed information analysis of specific projects/reports requiring high levels of concentration 
  • Update, maintain, organise, gather, and analyse information to predict/meet future organisational and team needs by identifying best professional practice. 
  • Monitor and tracking risks and issues tracking mechanism and its proactive resolution and escalation processes 
  • Contribute to the information management of performance, taking a lead for specific Projects 
  • Provide coordination of and participate in relevant meetings, reporting attendance and providing information advice and support where requested. 
  • Ensure that financial and activity data collected is analysed, reported by the team as appropriate and monitor the processing of data and information. 
  • Provides relevant and timely specialist advice and guidance on financial, functional and information matters. 
  • Work with members of the team and key stakeholder to investigate the causes of any variance from plan/delivery targets and contribute to the implementation of solutions 
  • Responsible for preparation of correspondence and complex papers, as directed by Manager 
  • Support with internal and external audit requirements 
  • Monitor ICB budgets, including budget holders’ meetings in accordance with finance timetable

  • Educated to NVQ level 4, AAT or equivalent level of NHS experience
  • 5 GCSEs or equivalent including Maths and English
  • 5 GCSEs or equivalent including Maths and English
  • Intermediate working knowledge of Microsoft Office Understanding of accounting procedures, coding structures

Experience

  • Demonstrable experience in dealing sensitive and confidential information.
  • Experience of computerised finance systems
  • Relevant experience of successfully operating in a similar financial environment
