The organisation also provides specialist tertiary care for cardiac and haematology services, delivers community health services to over 445,000 residents including those in North Lancashire and hosts the National Artificial Eye Service across England. A fantastic opportunity has arisen for the right individual to join our Quality Governance and Effectiveness team on a 12 month fixed term contract or secondment opportunity, as the Clinical Audit and Effectiveness Lead. We are looking for someone who can share their passion, vision and work ethic, to make a real, positive difference and organisational impact within the quality and effectiveness agenda at our Trust.

The successful candidate will be values-driven, ambitious, enthusiastic and a self-motivating team player; this, combined with significant quality and effectiveness competencies will enable them to get effectively involved in supporting and leading on a broad range of clinical effectiveness tasks at cross-divisional and corporate level.

Working to the Head of Quality Governance and working closely with the Associate Medical Director for Governance, Mortality and Audit you will take responsibility for supporting and line-managing a range of Clinical Effectiveness functions, including the Trust’s Clinical Audit and Policy Development teams to ensure the effective co-ordination and delivery of these functions to enable the Trust to achieve all objectives within these domains.  In addition to the above, the successful candidate will lead on the co-ordination of a range of key clinical effectiveness activities at the Trust including but not limited to; NICE Guidance implementation, National Confidential Enquiry responses and Mortality Review.

To support the Head of Quality Governance in providing leadership to the Trust’s Clinical Audit and Effectiveness service providing specialist advice on all clinical audit and effectiveness issues.

To support the delivery of the Clinical Effectiveness agenda ensuring this is integrated with the wider Quality Governance and Quality Improvement agenda.

To lead on the co-ordination of the Trust’s Mortality review and oversight process in support of the Associate Medical Director for Governance, Mortality and Audit.

To lead the development of the Trust’s Clinical Audit Forward Programme ensuring alignment with both local and National Priorities.

To lead on the Trust NICE guidance and National Confidential Enquiry processes and returns.

To lead the Policy and Procedure development framework for the organisation and provide line management the policy team.

To develop and implement Clinical Audit and Effectiveness policies and strategies throughout the organisation.

To develop and implement policies and procedures that support delivery of Trust’s mortality review and learning from death processes.

To manage the Clinical Audit & Effectiveness Team and ensure participation in all relevant clinical audit and effectiveness projects.

To lead on Trust’s clinical audit and effectiveness training activity and delivering training to both clinical and non-clinical staff as required within the Trust.

  • Manage the timely development and appropriate management of suitable clinical audit and measurement programmes and partnerships for the Trust.
  • Develop and manage the timely delivery of suitable Clinical Effectiveness programmes aligned with the National Clinical Audit Programme (NCAPOP) and advising on the appropriate use of clinical audit and effectiveness resources.
  • Manage the day-to-day clinical audit and effectiveness operational tasks to ensure the effective and efficient operational management of clinical audit in Divisions.
  • Support the Associate Medical Director for Governance Mortality and Audit in the co-ordination of the day-to-day mortality review process.
  • Lead and develop the Trust’s Clinical Audit and Effectiveness strategies, aligning to the overall Trust’s overall strategic aims and objectives.
  • Continue to support and deliver audit and measurement requirements including local, regional and nationally agreed programmes i.e. the Advancing Quality Programme, National PROMs and CQUIN
  • Work closely with NICE, NCEPOD, HQIP and relevant agencies to maintain a clear understanding of local, regional and national policies relevant to Clinical Audit and Effectiveness.
  • Policy Lead/ Author: Ensuring that Clinical Audit, NICE, Mortality and NCE policies are kept up to date and relevant, aligning with Local and national requirements
  • Work in partnership with other healthcare providers where appropriate to develop work programmes and maintain a balanced portfolio of clinical audit and effectiveness activities.
  • Provide corporate intelligence and reporting to the Quality and Clinical Effectiveness Committee on the Trust’s clinical audit and effectiveness activities including National Audit Participation and reporting, NICE compliance and NCE participation.
  • Provide the Clinical Audit and Effectiveness Summary for the Trust Quality Account, to include participation in the National Clinical Audit Programme, NCE and PROMs activity
  • Work with Quality Improvement Team to ensure measurement processes support the delivery of Trust quality improvement activities in improving care standards and patient outcomes.
  • Ensure that National Audit outcomes inform quality improvement requirements where relevant.
  • Represent the Trust on local, regional and national committees and similar groups, and in discussions with other stakeholders, e.g. to develop co-ordinated clinical audit and effectiveness strategies or programmes to support the overall Trust strategic aims and objectives.
  • Manage, develop and maintain the Trust’s audit register and database to ensure capture of all on-going audit activity and ensure compliance with NICE quality standards and other relevant guidance (Royal College, NPSA etc.)
  • Manage the Clinical Audit and Effectiveness Team, setting clear targets and goals to ensure delivery of a high-quality audit and effectiveness service.
  • To ensure an annual work programme/forward plan for the Clinical Audit and Effectiveness Team is in place and agreed and that this is implemented across the organisation.
  • Have overall responsibility for all personnel issues within the Clinical Audit and Effectiveness Team.  This includes recruitment and selection, appraisals, personal development reviews, sickness/absence, performance review, grievances and disciplinary reviews where appropriate.
  • Identify and maintain standards for the Clinical Audit and Effectiveness Team and to be the innovator of new working practices.
  • Develop and implement annual business plans/standard operating procedures and co-ordinate the delivery of and produce the Clinical Audit and Effectiveness Annual Report for the Trust.
  • Ensure systematic monitoring reports are provided to the Trust Quality and Clinical Effectiveness Committee and its subcommittees as required by those committees.
  • Ensure the Clinical Effectiveness team is a pro-active member of the Quality Governance Team, promoting clinical audit methodology as a tool for assessing quality of care within working practice in and across the Trust.
  • Ensure that Trust and divisional Clinical Audit and Effectiveness meetings have support and organisation, including development of an annual calendar Audit & Effectiveness Meetings, informing appropriate teams.
  • Lead the policy and procedure development framework for the Trust and ensure robust and responsive systems are in place across the organisation.
  • Provide line management to the policy team.
  • Ensure that there are effective Information Technology arrangements to meet the needs of the department i.e. suitable access to Clinical Information Systems to obtain data for national audit projects and national confidential enquiries.
  • Ensure that national priorities/requirements are delivered in relation to Clinical Audit and Effectiveness issues; these include Care Quality Commission.
  • Ensure support for the development and maintenance of systems to distribute NICE guidance ensuring the database is kept up to date.
  • Organise Clinical Audit and Effectiveness Participation, staff inductions and seminars for safe patient care, to maintain understanding and education of Clinical Effectiveness.
  • Support the Trust in the training, design and conduct of Clinical Audit and Effectiveness methodologies.  To include involvement in doctors Induction, medical student education, nursing leadership and other educational activities as required.
  • Encourage greater involvement in clinical / multidisciplinary / multi-agency audit and encourage external partnership organisations for joint audit practices.
  • Develop systems for the implementation, monitoring and review of national standards/external recommendations or reviews (such as CQC).
